For my project I am using a decoder 74ls139 I have it hooked up as follows
(I am going to link the images since they are super huge right now)
Decoder Arduinothe outputs can be connected to an led.
This is the truth table I got back, if you refer to the PDF the truth tables do not match (as indicated by the * ) Truth table
If anyone knows what's wrong, help!
